Sure, if there is WIMAX available. Otherwise you may be stuck with dialup capacity if there is no Internet access available.
You can purchase an air card through the cell phone companies and get net access just about anywhere. I use one when I am on the road with my tablet and it is quite nice.

no you can not unless you have a wireless access point

Yes, as long as you have/are near a WLAN (wireless local area network) so that means you might can snatch a few waves from your neighbors if you’re lucky!
