a wireless webcam uses a radio signal to connect to a computer or network. the computer/network it is to connect to also has to have wireless ethernet capabilities, too. most newer laptops have wireless networking built-in, so this shouldn’t be an issue. if you can take your laptop to starbucks and connect to their “hot spot”, then it can connect to a wireless webcam.
